Zox Royal Commission - 1884

'Criminally insane' was defined in the Lunatic Act 1890:
'"Criminally Insane' shall mean and include persons imprisoned or detained in any gaol or reformatory or industrial school or other place of confinement under any sentence or under a charge of any offence or for not finding bail to answer a criminal charge or in consequence of a summary conviction, who shall appear to be insane, or persons under the Crimes Act of 1890 or any Act thereby repealed, shall be or shall have been ordered to be kept in safe custody either until the Governor's pleasure be known or during the Governor's pleasure."

Zox Royal Commission
Royal Commission on Asylums for the Sane and Inebriate was appointed by the Berry Government in 1884 to investigate the mental health practices throughout Victorian institutions.
